They're trying to take our headquarters by using heavy weapons. And not just our headquarters, they're also trying to eliminate some of our armed forces like those in the 3rd Brigade and 6th Battalion which we consider the arms and the legs of our headquarters. လတ္တေလာ တိုက္ပြဲေတြ ျပင္းျပင္းထန္ထန္ျဖစ္ေနပါတယ္။ လက္နက္ႀကီးေတြသံုးၿပီး က်ေနာ္တို႔ရဲ႕ ဌာနခ်ဳပ္ကုိ သိမ္းႏိုင္ဖို႔ ႀကိဳးပမ္းေနၾကတယ္။ က်ေနာ္တို႔ရဲ႕ ဌာနခ်ဳပ္တင္မကပါဘူး၊ ဌာနခ်ဳပ္ရဲ႕ ေျခ၊လက္ေတြျဖစ္တဲ့ တပ္မဟာ(၃)၊ တပ္ရင္း(၉)ဘက္က က်ေနာ္တို႔ရဲ႕ တပ္ဖြဲ႕တခ်ဳိ႕ကိုလည္း ရွင္းလင္းဖို႔ ႀကိဳးပမ္းေနၾကပါတယ္။ Q - The Burmese government invited you to join peace talks. Under what conditions would you be willing to do that? ေမး - ၿငိမ္းခ်မ္းေရးေဆြးေႏြးဖို႔ ျမန္မာအစိုးရက ဖိတ္ေခၚထားပါတယ္။ ဘယ္လို အေျခအေနမ်ဳိးဆိုရင္ လက္ခံႏိုင္မလဲ။ We, in the KIO, waited for proper peace talks for 17 years during the last ceasefire. That's why we're trying to get not just peace talks but political dialogue with the government. That's why throughout this fighting, the KIO has been saying we are not interested in peace talks, but in political negotiation. When we have that, which is the goal of all the country's ethnic groups, then there will be peace. Burmese government keeps saying we must disarm and accept the ceasefire. We had a ceasefire with them for 17 years. We wasted valuable time waiting for them to hold political talks with us. But they never did. So when the Burmese government talks about peace, what it means is disarming the ethnic groups and the ceasefire. We don't accept that. We have been struggling to get the political dialogue. က်ေနာ္တို႔ ေကအိုင္အိုအေနနဲ႔ လြန္ခဲ့တဲ့ (၁၇)ႏွစ္တာ အပစ္ရပ္ကာလအတြင္း စစ္မွန္တဲ့ ၿငိမ္းခ်မ္းေရး ေဆြးေႏြးပြဲေတြ ျဖစ္ေပၚလာဖို႔ ေစာင့္ခဲ့ပါတယ္။ ဒါေၾကာင့္ ၿငိမ္းခ်မ္းေရး ေဆြးေႏြးပြဲမွ်သာ မဟုတ္ပဲ ႏိုင္ငံေရးေဆြးေႏြးျခင္းနည္းအားျဖင့္ အေျဖရွာႏိုင္ဖို႔ ႀကိဳးပမ္းေနျခင္း ျဖစ္ပါတယ္။ ေကအိုင္အို အေနနဲ႔ ၿငိမ္းခ်မ္းေရးေဆြးေႏြးပြဲေတြကို စိတ္မ၀င္စားဘူး၊ ႏိုင္ငံေရးကိစၥကိုပဲ ေဆြးေႏြးမယ္လို႔ ဒီတိုက္ပြဲကာလ တေလွ်ာက္လံုးမွာ ေျပာေနတာပါ။ ႏိုင္ငံထဲက တိုင္းရင္းသားလူမ်ဳိးစုေတြ အားလံုးရဲ႕ ရည္မွန္းခ်က္ပန္းတိုင္ျဖစ္တဲ့ ဒီႏိုင္ငံေရးျပႆနာကို ေျဖရွင္းလိုက္ရင္ ၿငိမ္းခ်မ္းေရးရမွာပါ။ သူတို႔နဲ႔ (၁၇)ႏွစ္ အပစ္ရပ္ခဲ့ၿပီးပါၿပီ။ က်ေနာ္တို႔နဲ႔ ႏိုင္ငံေရးေဆြးေႏြးဖို႔ ေစာင့္ရင္းနဲ႔ တန္ဖိုးရွိတဲ့ အခ်ိန္ေတြ ကုန္လြန္သြားခဲ့ပါတယ္။ ဒါေပမယ့္ သူတို႔က လံုး၀ အေကာင္အထည္ မေဖာ္ခဲ့ပါဘူး။ ဒါေၾကာင့္ ျမန္မာအစိုးရ ေျပာတဲ့ ၿငိမ္းခ်မ္းေရးဆိုတာ တိုင္းရင္းသားလူမ်ဳိးစုေတြကို လက္နက္ခ်ဖို႔နဲ႔ အပစ္အခတ္ရပ္စဲဖို႔ ပါပဲ။ က်ေနာ္တို႔ လက္မခံပါဘူး။ ႏိုင္ငံေရးအရ ေတြ႕ဆံုေဆြးေႏြး အေျဖရွာဖို႔ က်ေနာ္တို႔ ႀကိဳးစားရုန္းကန္ခဲ့ၾကတာပါ။ Q - Just recently President Thein Sein promised that the Burmese military would not take, would not crush - as the words he used - Laiza, do you believe him? ေမး - ျမန္မာ့တပ္္ေတာ္အေနနဲ႔ လိုင္ဇာကို သိမ္းပိုက္မွာ မဟုတ္ဘူး၊ သူ႔စကားအရဆိုရင္ တိုက္ခိုက္မွာ မဟုတ္ဘူးဆိုၿပီး မၾကာေသးခင္ကပဲ သမၼတဦးသိန္းစိန္က ကတိေပးလိုက္ပါတယ္။ သူ႔ကို ယံုၾကည္ပါသလား။ For the KIO, it is not that important whether they decide to take Laiza or not. In the past, during our revolutionary journey we have moved our headquarters to different locations. So President Thein Sein's promise that the government will not take Laiza is just to please the international community. They're taking over our military outposts around the town. The Burmese military is already trying to control Laiza. လိုင္ဇာကို သိမ္းတာ၊ မသိမ္းတာ က်ေနာ္တို႔ ေကအိုင္အိုအတြက္ အေရးမႀကီးပါဘူး။ က်ေနာ္တု႔ိရဲ႕ ေတာ္လွန္ေရး သက္တမ္းတေလွ်ာက္ က်ေနာ္တို႔ရဲ႕ ဌာနခ်ဳပ္ကုိ ေနရာေတာ္ေတာ္မ်ားမ်ားကို ေျပာင္းေရႊ႕ခဲ့ပါတယ္။ အစိုးရက လိုင္ဇာကို မသိမ္းပါဘူးဆိုတဲ့ သမၼတဦးသိန္းစိန္ရဲ႕ ကတိဟာ ႏိုင္ငံတကာအသိုင္းအ၀ိုင္းကို မ်က္ႏွာလုပ္ျခင္းမွ်သာ ျဖစ္ပါတယ္။ Q - The most important neighbour is China. China of course has good relations with the Burmese government, but it also, for many years, has good relations with the KIO as well. What role do you want China now to play to ease the situation that you’re in? ေမး - တရုတ္က အေရးအႀကီးဆံုး အိမ္နီးခ်င္းႏိုင္ငံပါ။ တရုတ္ဟာ ျမန္မာအစိုးရနဲ႔ ရင္းႏွီးသလို ေကအိုင္အိုနဲ႔လည္း ႏွစ္ေပါင္းမ်ားစြာ ေကာင္းမြန္တဲ့ ဆက္ဆံေရးေတြ ရွိခဲ့တယ္။ လက္ရွိအေနအထား ပိုအဆင္ေျပေခ်ာေမြ႕လာေစဖို႔ တရုတ္ကို ဘယ္လို အခန္းက႑မွာ ပါ၀င္ေစခ်င္သလဲ။ China is the biggest country on our border. And the Kachin communities on both sides of the border. That’s why we hope and trust in China as a large neighbour. But today China is just following Burmese government. We’re very disappointed by this. Even now though we are battling against the powerful Burmese army right next to our headquarters, the Chinese keeps telling us to accept a ceasefire; constantly being told to disarm and this situation is making us feel desperate. We can see that these Chinese statements come from their close relationship with the Burmese government. That’s why we’re disappointed even though we still believe and trust in China. We can never change the fact that we share a border with China. The KIO is on this side, the Chinese on the other. The Kachin people will be here forever. So it is important for China to help us with our goals. As long as they keep saying only what the Burmese government in Naypyidaw, far away from them, wants them to say and they neglect people nearby, there will never be peace. As the Kachin on their side of the border becomes more sympathetic to the situation of the Kachin here, there could be instability in China. The Kachin becomes more agitated about this conflict. To ensure stability along our border, we would like the Chinese to be more supportive of us. က်ေနာ္တို႔ နယ္နမိတ္မွာ တရုတ္က အႀကီးဆံုးတိုင္းျပည္ပါ။ နယ္နမိတ္ရဲ႕ ႏွစ္ဘက္စလံုးမွာ ကခ်င္လူမ်ဳိးေတြ ေနထိုင္ၾကပါတယ္။ ဒါေပမယ့္ ဒီကေန႔မွာ တရုတ္က ျမန္မာအစိုးရဘက္မွာ ရွိေနပါတယ္။ ဒါကို က်ေနာ္တို႔ အင္မတန္ စိတ္ပ်က္မိပါတယ္။ က်ေနာ္တို႔ရဲ႕ ဌာနခ်ဳပ္နားထိ ေရာက္ေနတဲ့ အင္အားႀကီး ျမန္မာ့တပ္မေတာ္ကို ရင္ဆိုင္တိုက္ခိုက္ေနတဲ့ အေနအထားမွာေတာင္ အပစ္ရပ္ဖို႔ တရုတ္က က်ေနာ္တို႔ကို ေျပာေနတုန္းပဲ။ လက္နက္ခ်ဖို႔ကိုလည္း ေတာက္ေလွ်ာက္ေျပာလာတာပါ။ ဒီအေနအထားေတြက က်ေနာ္တို႔ကို စိတ္ပ်က္ေစပါတယ္။ တရုတ္ဟာ ျမန္မာအစိုးရနဲ႔ အရမ္းရင္းႏွီးလို႔သာ ဒီလိုေျပာဆိုမႈေတြ လုပ္လာတယ္ဆိုတာ ေတြ႕ႏိုင္ပါတယ္။ ဒါ့ေၾကာင့္ တရုတ္ကို ယံုၾကည္ေမွ်ာ္လင့္ေပမယ့္ စိတ္ပ်က္ပါတယ္။ က်ေနာ္တို႔ဟာ တရုတ္နဲ႔ နယ္နမိတ္ ထိစပ္ေနတယ္ ဆိုတဲ့ အခ်က္ကို ေျပာင္းလဲလိုက္လို႔ မရပါဘူး။ ေကအိုင္အိုက နယ္နမိတ္ ဒီဘက္ျခမ္းမွာ ရွိေနမယ္၊ တရုတ္က ဟုိဘက္ျခမ္းမွာ ရွိေနမယ္။ ဒီေနရာ၊ ဒီေဒသမွာ ကခ်င္လူမ်ဳိးေတြ ထာ၀ရရွိေနမွာပါ။ ဒါ့ေၾကာင့္ တရုတ္အေနနဲ႔ က်ေနာ္တို႔ရဲ႕ ရည္မွန္းခ်က္ကို ကူညီဖို႔ အင္မတန္အေရးႀကီးပါတယ္။ အနီးအနားက လူေတြကို လ်စ္လ်ဴရႈထားၿပီး ဟုိးအေ၀းႀကီး ေနျပည္ေတာ္က ျမန္မာအစိုးရ ေျပာေစခ်င္တာကိုပဲ ေျပာေနသ၍ ဘယ္ေတာ့မွာ ၿငိမ္းခ်မ္းေရး မရပါဘူး။ သူတို႔ဘက္ျခမ္းက ကခ်င္ေတြ ဒီဘက္က ကခ်င္ေတြအတြက္ ပိုၿပီး နာၾကင္ခံစားလာတာနဲ႔ အမွ် တရုတ္ႏိုင္ငံတြင္းမွာလည္း မတည္ၿငိမ္မႈေတြ ျဖစ္လာႏိုင္ပါတယ္။ ဒီပဋိပကၡေတြက ကခ်င္ေတြကို ပိိုၿပီး စိတ္နာက်ည္း လာေစပါတယ္။ နယ္စပ္တည္ၿငိမ္ေရးအတြက္ တရုတ္အေနနဲ႔ က်ေနာ္တို႔ဘက္ကို ပိုၿပီး ရပ္တည္ေပးေစလိုပါတယ္။ Source : Kachin want political solution with Burmese government http://www.bbc.co.uk/news/world-asia-21196647 KIO, ေျပာေရးဆိုခြင့္ရွိသူ ဦးလနန္အားBBC,သတင္းေထာက္
